Liangshan Prefecture

Situated in southern Sichuan province, the autonomous region of the Nuosu (Liangshan Yi) covers 0.6 million square kilometers of land with an average altitude of 1,500 – 4,000m. This autonomous prefecture is one of the poorest and least developed of all of China’s autonomous prefectures. Twelve out of its seventeen counties are designated by the national government as “impoverished” counties –having an annual per capita income of less USD$125. On average, rural Nuosu children spend less than five years in school. Eighty percent of young girls never even get to go to school.

Adults have few incoming earning opportunities beyond traditional agriculture. Because most arable land is already overpopulated and over-exploited, men and women are being forced to search for manual labor jobs in far away cities. These jobs are usually the least safe and are pooly paid. As the Nuosu of Liangshan try to cope with the changes being brought about by modernization, they are in need of new opportunities and new skills that will allow them to remain part of their families and communities.

Though poor in educational and economic resources, the Nosu are rich in cultural heritage and potential human resources. 3E’s approach to community development in Liangshan Prefecture begins with what the Nosu already have and what they do well. 3E is making use of the ways that Nosu create beauty to generate new opportunities and encourage the development of marketable skills.
